Does "small snail" mean smaller than the average snail, or does it simply point out that, in the great scheme of things, snails tend to be small?

Usually our snails have a house of about 4 cm or larger ..
maybe she was just a baby still ?
We als have small and big ants, from 1 mm to almost 2 cm long ones ...
even in the world of small things, there are great differences when
one observes them every day
